Atiim O. Phillips

Colonel Atiim O. Phillips is an active-duty Marine Corps officer and current military fellow at the Center for Strategic and International Studies (CSIS). He joins CSIS after serving as the commanding officer, Marine Wing Communications Squadron 38 in San Diego, California. Operationally, Colonel Phillips has commanded communications units at the platoon, company, and squadron level and has completed two combat tours in Afghanistan. Additionally, he was the 3d Marine Expeditionary Brigade AC/S G-6 forward deployed in the U.S. Indo-Pacific Command Area of Responsibility. In the supporting establishment, he has served in multiple billets. He was a tier III IP engineer at the Defense Information Systems Agency (DISA). He was the Basic and Advanced Instruction Group OIC, serving as a course chief, curriculum developer, and instructor for all levels of restricted and unrestricted communications officer training. He served as an observer, trainer, and collector assessing and deploying Marine Expeditionary Forces and Brigades on command and control, communications, and cyber. He served as the executive officer for the Marine Corps Cyberspace Operations Group, which secures, operates, and defends the Marine Corps' global classified and unclassified networks. Colonel Phillips received his undergraduate degree from Virginia Tech and has master's degrees in information systems management and military studies.
