Di Cooke

Di Cooke is an open philanthropy technology policy fellow in the International Security Program at the Center for Strategic and International Studies. Her areas of expertise include emerging technology policy within a defense and intelligence context, AI governance and risk, open-source intelligence (OSINT), and deception and counter-deception efforts in the digital space. Di has worked on policy-relevant research and activities at the intersection of technology and security across academia, government, and industry. Examples include a recent publication on military AI global catastrophic risks, coordinating track 1.5 dialogues on AI in defense with the UK Ministry of Defence (MOD), and advising on OSINT strategy and best practices in the private intelligence sector. Most recently, Di was seconded with the MOD to engage in AI policy development, where she built the MOD’s assurance guidance materials to direct and inform its AI operationalization approach in accordance with its AI Ethical Principles. Prior to that, she was part of the AI Futures and Responsibilities team at the Centre for the Study of Existential Risk in Cambridge. Di is also a research affiliate at the Centre for the Governance of AI in Oxford and is a part of the Centre for Science and Security Studies at King’s College London (KCL). She is currently undertaking a PhD in war studies at KCL. She holds an MA in intelligence and international security from KCL and a joint BA in international relations and psychology from the University of St Andrews.
